I do not know how to make wicks. But maybe this advice can to help that your lighter work again. If the problem is only that the old wick becomes black from carbon . to do the next:.
Pull it up with pliers the wick straight up until clean wick appears.
Cut the wick even with the top of the chimney (wind guard), then straighten wick in chimney.
