no they do not come filled up..they use lighter fluid if you are talking about a zippo, the flameless ones and others use butane

butane gas. it is almost like a gas and it comes in a can. with a small nozzle on the end. and you stick that on the little metal pin on your lighter and it fills it up. and it doesnt last very long. but it is cheap and worth it.
